A large golden ball of light appears above us in the sky, accompanied by two smaller balls of light. A beautiful light shines down on us from the large golden ball of light. The King of Mercy emerges from this light. He wears His large golden royal crown, His robe, and the mantle of His Precious Blood. I see a different golden border on His robe and mantle than before. The trim consists of golden lily blossoms arranged in rows one above the other. He has short, curly black-brown hair and blue eyes. In His right hand He holds His large golden scepter, and in His left hand the Vulgate (Holy Scripture) in a beautiful golden binding that is exquisitely decorated. On the front of the binding, the Lamb of God with the seven seals can be seen. Now the other two spheres of light open, and two angels in simple, radiant white robes descend toward us with the King of Mercy. He speaks:
"In the name of the Father and the Son—that is Me—and the Holy Spirit. Amen."
The angels kneel before the King of Mercy and spread the royal mantle of His Precious Blood over us, and both angels tell us that the spreading of the royal mantle also signifies God’s protection and security for those who think of Him and pray to Him from afar. The King of Mercy speaks to us:
"Beloved!
As the King of Mercy, I come to you in the form of a child. I am who I am, and I am the Living Word! I am the new law! Not to abolish the Law of Moses, but to fulfill it, to perfect it. Behold, I have lived out the ‘Our Father’ prayer that you know! Against all heresies, take the Word of Holy Scripture, for it is the Word of God, and the Catechism of the Catholic Church, My Church. Do not let yourselves be led astray! It is important that you shape your conscience through the teaching of My Church—and this shaping penetrates deep into your hearts. Thus, you sanctify your hearts when you live in the Holy Sacraments of My grace! I come to you as a child. Look upon My Holy Childhood. In your time, it is being taken away from many children. Do not let the Diabolos lead you astray, and cherish life! Do not let your hearts be seduced by evil!"
Now the Vulgate opens in His hand, and I see a short passage from the Gospel of Matthew: Mt 5:17
"Do not think that I have come to abolish the Law or the Prophets! I have not come to abolish them but to fulfill them."
"Remember, I never came to abolish, but to fulfill! I am Love itself! I have come to you from Heaven so that you may purify your hearts and forgive one another. I am the New Covenant, perfection of Love! Through My Precious Blood, which I shed for you on the Cross, you are redeemed! Live the highest love of forgiveness!
I look into your hearts. Have you forgiven, or are you still carrying that old burden with you? Take courage: love and forgive one another! Purify your hearts in the Sacrament of Reconciliation with Me! I am waiting for you in all the confessionals of My Church!
It is important that I dwell in your hearts, and I can only move into your hearts once you are reconciled with Me. Remember that I love you infinitely! Whatever you may have done in the past—today I meet you! Today, out of love, I desire your conversion so that you may attain eternal life.
Behold, I am the New Covenant of perfect love, and this is attested to by more than just this one passage in the Bible. It is also spoken of in the Epistle to the Romans and in the Epistle to the Hebrews. You will not go astray in this time of tribulation if I am allowed to dwell in your hearts.
I have come to show you the way of My golden scepter of mercy—that is, the way of My Holy Church. Take courage, purify your hearts, and live your faith! Your trust in Me is the wall of the fortress against all heresies and all corruption. Be merciful also toward your neighbor! I desire that Christians sanctify themselves in Me and love one another!"
Now I see His beating heart on His chest, on which the letters IHS are visible. On the heart I see a flame with a cross.
Then He brings His scepter to His heart, and it becomes the aspergillum of His Precious Blood, and He sprinkles us and all who think of Him from afar with His Precious Blood:
"In the name of the Father and the Son—that is Me—and the Holy Spirit. Amen. Pray for peace in the world; pray fervently and do not grow weary! Remember that peace begins in your own hearts. Let My grace grow in your hearts. Nurture and care for the plant of My love through prayer, sacrifice, penance, and the Holy Sacrifice of the Mass—for every day I come to you at the altars of My Church, in which I live! I am guiding you through this time of tribulation. Even as great changes come—remain faithful to Me! Farewell!"
Now the King of Mercy returns to the light, and the angels do the same. They all disappear.

Personal note based on research:
If we follow the words of the King of Mercy in this message, we do indeed find detailed information in the Epistle to the Hebrews—particularly in chapters 8 and 9—about the Old Covenant and the New Covenant. In the Epistle to the Romans, we find the day-to-day practical application of the new attitude of grace and faith.
